Decent aperitif, questionable cocktails

I went to this place for my friend's birthday. At the entrance we were blocked because the birthday girl had brought some balloons, but the owner doesn't allow them without a valid reason in my opinion. Once seated at the table, the drinks arrived after about an hour and after several reminders, when normally they should arrive before or together with the food. We were also rebuked because we put the fountain candle on the cake and this too is not allowed in the venue. If there are all these "regulations" for transparency they must be made known at the time of booking and not once you are on site.
